Subject:  Electronic Transmittal (ET) No.. 05-11 – Department of the Interior Release (DIAPR) 2005-2 – Class Deviation from the Federal Acquisition Regulation (FAR) Requiring Use of Revised Forms as a Result of Federal Acquisition Circular (FAC) 2005-02

1. Background: FAC 2005-02 revised a number of forms included in the FAR to include a check box for Service-Disabled Veteran-Owned Small Businesses. Revising the Department of the Interior’s contract writing system, IDEAS, to include the new forms would be costly, as the Department is transitioning from IDEAS to a new contract writing system which will be part of the Financial Business Management System (FBMS).

2. Purpose: Reclamation will disregard the forms revisions issued in FAC 2005-02 and
continue to use the forms currently contained in the IDEAS contract writing system.

3. Effective Date: Immediately

4. Expiration Date: Upon implementation of the new PRISM contract writing system.

5. Action Required: Regional acquisition offices should distribute this memorandum
to all acquisition personnel.
