Subject: Electronic Transmittal (ET) No. 05-09, Supplement 2 - Reclamation Acquisition Regulation (RAR) Revision Project
1. Purpose: To transmit revisions to the RAR.
2. Effective date: Upon date of issue.
3. Expiration date: In effect until revised.
4. Background: The attached RAR changes are described in paragraph 5 below. Changes to WBR 1401.670 resulted from DIAPR 2005-03.
5. Explanation of changes:
a. WBR 1401.670-2(a) is revised to include the application of the Department of the Interior's COR/COTR training requirements to the appointment of a Contracting Officer's Representative/Contracting Officer's Technical Representative (COR/COTR) from a non-Department/agency who is serving as a COR/COTR on a Reclamation contract.
b. WBR 1401.670-2(b) is added to address circumstances where the Department's training requirements may be waived for a non Department/agency COR/COTR.
c. WBR 1401.670-80(a) is revised to delete an unnecessary reference to a COR who holds a Contracting Officer (CO) warrant.
d. WBR 1401.670-2(b) is added to address circumstances where the Department's training requirements may be waived for a non Department/agency COR/COTR.
e. WBR 1401.670-80(b) is deleted in it's entirely, since there will only be one suggested COR Memorandum.
f. WBR 1401.670-80(d) is added to address instances where the Department's COR training requirements are waived in the appointment of a non-Department/agency COR/COTR, who is serving as a COR on a Reclamation contract.
g. WBR 1419.202-70(d) - The last sentence is deleted as it is no longer applicable. WBR 1453.3 - Illustrations of Forms
i. Form WBR 1453.303-1401-1 is renamed and replaced
ii. Form WBR 1453.303-1401-2 is deleted.
6. Action required:
a. Pen and ink changes: none.
b. Filing instructions. Replacement pages are contained in Attachment 1.
