Subject:  Electronic Transmittal (ET) No. . 04-16, Departmentwide Prohibition Against the Acquisition of Interrogation or Human Intelligence Services

1. Purpose: To transmit Department of the Interior Acquisition Policy Release (DIAPR) 2004-05, June 16, 2004, subject as above.

2. Effective Date: June 16, 2004.

3. Expiration Date: Until the policy established by DIAPR 2004-05 is formally incorporated into the Department of the Interior Acquisition Regulation.

4. Background: See attached DIAPR.

5. Explanation of Changes: No contract, inter-agency acquisition, grant, cooperative agreement, or any other vehicle for interrogation or human intelligence services shall be awarded by the
Bureau of Reclamation.

6. Action Required: Regional acquisition offices shall distribute this ET to all acquisition and financial assistance personnel.
