1. Purpose: To provide guidance on submitting awards to Electronic Commerce.

2. Effective date: April 9, 2004.

3. Expiration date: Until cancelled.

4. Background: The Bureau of Reclamation's goals for the use of Electronic Commerce were established in November 2002. These goals were established to comply with the President's objective of 100 percent of procurement transactions going through electronic commerce by the end of fiscal year 2007.

5. Action Required: The attached document provides guidance on the use of Electronic Commerce. Please distribute this information as appropriate.
