Electronic Transmittal (ET) No. 04-13, Revision to Reclamation Unsolicited Proposal Handbook

1. Purpose: To transmit revision to the Reclamation Unsolicited Proposal Handbook, to reflect changes in FAR 15.606-1.

2. Effective Date: May 5, 2004.

3. Expiration Date: Until canceled or superseded.

4. Background: FAR 1.606-1 Receipt and initial review, was amended to require that before initiating a comprehensive evaluation, the agency must determine that the proposal contains sufficient cost-related or price-related information for evaluation, and that it has overall scientific, technical, or socioeconomic merit.

5. Explanation of Changes: Reclamation's Unsolicited Proposal Handbook has revised the first paragraph under Preliminary Acceptability Review to read as follows:
"The Bureau of Reclamation contact person will make a preliminary acceptability review prior to the comprehensive evaluation, to see if the proposal contains sufficient technical and cost information, and contains the information listed under "What to Submit." In addition, before initiating a comprehensive evaluation, Reclamation must determine that the proposal contains sufficient cost-related or price-related information for evaluation, and that it has overall scientific, technical, or socioeconomic merit (FAR 15.606-1)."

6. Action Required: Regional acquisition offices shall distribute this ET to all acquisition personnel.
