Subject: Business Utilization and Development Memorandum (BUDM) 99-03- Small Business Competitiveness Demonstration Program (SBCDP) - Annual Adjustment of Set-Aside Policy - Department of the Interior Acquisition Policy Release (DIAPR) 1999-4, dated February 23, 1999
The subject DIAPR is attached for your information. The following changes that affect Reclamation are applicable for solicitations issued on or after March 1, 1999.
Reinstate the use of full and open competition for procurements estimated to exceed the "Reserve Amount for Emerging Small Businesses" for Construction SIC Code 1796 and A-E Services PSC C219.
Continue to use set-asides for A-E Services PSC C211 and C214.
Full and open competition will continue to be utilized for all procurements estimated to exceed the "Reserve Amount for Emerging Small Businesses" for all other Designated Industry Groups. The reserve amount for A-E services continues to be $50,000. Further information is contained in the DIAPR.
