Authorization of direct awards to 8(a) contractors
We are forwarding a copy of DIAPR 1998-5, signed June 10, 1998, subject as above, which authorizes Interior contracting officers, acting within the scope of their authority, to issue purchase orders and contracts directly to eligible 8(a) contractors. SBA signature on tripartite agreements is no longer required.
Contracting officers must follow the procedures of the Memorandum of Understanding (MOU) with the SBA and the FAR Class Deviation which are pare of the DIAPR.
A change to Subpart WBR 1419.8 will be forthcoming.
Please distribute this information to all acquisition personnel in your region/office.
