Subject: Business Utilization and Development Memorandum (BUDM)) 05-06 - Electronic Subcontracting Reporting System (eSRS) Implementation Update
The purpose of this BUDM is to transmit information regarding the Office of Management and Budget memorandum, dated March 18, 2005, which discussed the new Electronic Subcontracting Reporting System (eSRS). The eSRS will not become operational until the third quarter of this fiscal year; therefore, contractors are granted an extension from submitting their subcontracting reports on the SF-294 and SF-295 forms for a period not to exceed 60 days after the eSRS initial operating capability has been achieved. This will allow contractors time to submit their reports for fiscal 2004 year-end and the semi-annual report which was due on April 30, 2005, using the new eSRS.
This BUDM expires: 60 days following implementation of the eSRS
Please distribute this BUDM to all bureau/office contracting officers, analysts, and Business Utilization and Development Specialists.
