Reference is made to memorandum, US Small Business Administration, June 6, 2003, Subject: Small Business Size Protests (attached).
This supplement clarifies the point raised in the basic BUDM, i.e., that contracting officers should be proactive when reviewing offerors' small business self-certifications. In the attached memorandum, the Small Business Administration (SBA) points out that SBA, not contracting officers, has the authority to decide small business size protests.
