At the March 2002 POWG meeting, an agreement was reached that fiscal year 2002 BEDP goals would be shared equally by all contracting offices and that this arrangement was subject to change in future fiscal years, considering our overall goal accomplishment. Since this method proved to be rather successful, we will continue to operate on this basis until circumstances dictate otherwise.
The Office of Small and Disadvantaged Business Utilization proposed raising our fiscal year 2003 small business goal to 50 percent. Because Public Law 107-69 precludes our contracting with private sector firms for law enforcement services, we petitioned OSDBU to lower this increase to a more achievable goal based upon our projection of potential law enforcement contract dollars added to last year=s accomplishments. We have successfully concluded negotiations with OSDBU on this point. Therefore, each contracting office=s fiscal year 2003 BEDP goals are as follows:
