Subject: Business Utilization and Development Memorandum (BUDM) 02-03- Small Business Competitiveness Demonstration Program (SBCDP), Adjustment of Set-Aside Policy - Department of the Interior Acquisition Policy Release (DIAPR) 2002-03, dated February 15, 2002

The subject DIAPR is attached for your information. The following adjustments that affect Reclamation are applicable for solicitations issued on or after March 15, 2002.

Reinstate the use of full and open competition for A-E Services PSC C211 (A-E services, non-construction) for acquisitions which are estimated to exceed the "Reserve Amount for Emerging Small Businesses."

Reinstate the use of full and open competition for A-E Services PSC C214, (A-E management engineering services) for acquisitions which are estimated to exceed the "Reserve Amount for Emerging Small Businesses."

Reinstate the use of full and open competition for A-E Services PSC C219 (other A-E services) for acquisitions which are estimated to exceed the "Reserve Amount for Emerging Small Businesses."

As a result of these adjustments, Reclamation shall use full and open competition exclusively for all Designated Industry Group (DIG) acquisitions estimated to exceed the "Reserve Amount for Emerging Small Businesses." The reserve amount for A-E services continues to be $50,000. The reserve amount for construction, refuse systems and related services, and nonnuclear ship repair continues to be $25,000.
