Subject:   Business Utilization and Development Memorandum (BUDM) 00-05 - Creating small business                   opportunities when using Federal Supply Schedules (FSS)

 

Federal Acquisition Circular 97-18 revised FAR 8.404(b)(6) to encourage ordering offices to consider the availability of small business concerns under schedules and to consider small businesses when conducting evaluations before placing an order. This change recognizes the recent change made by the Small Business Administration requiring inclusion of FSS orders in agencies' small business goals. Agencies must now include the dollar value of orders expected to be placed against schedules and report accomplishments against those goals.

Please disseminate this BUDM to all personnel in your Region who place FSS orders and encourage them to consider the products and services offered by small business concerns before finalizing these actions.
