Trinity River Restoration Program Channel Rehabilitation and Sediment Management Master (Programmatic) EIR and Site Specific EA/EIR for Remaining Phase I Activities

Summary:
The environmental document consists of two parts: Part 1 is a Master EIR which programmatically addresses the effects of implementing the channel rehabilitation and sediment management components of the Trinity River Restoration Program. Part 2 is a site specific EA/EIR for the remaining Phase 1 sites which are located between the Old Lewiston Bridge and the BLM Douglas City campground. Within the remaining Phase 1 sites, fisheries habitat quality and complexity will be enhanced via construction of slow water refuge habitats, placement of structures (e.g., large woody debris), and introduction of gravel into the river's floodplain. Construction of these sites, planned for 2009 and 2010, will complete Phase 1 of the Trinity Restoration Program as described in the December 19, 2000, Record of Decision for the Trinity River Mainstem Fishery Restoration Environmental Impact Statement. The Water Quality Control Board, North Coast Region is the lead agency under the California Environmental Quality Act for the preparation of this Master Environmental Impact Report (MEIR - programmatic coverage) for Trinity River Restoration Program channel rehabilitation and sediment management activities.

Status:
09/17/2009:
The public scoping period began March 28 and ended May 12, 2008. Comments were solicited to assist the lead agencies in identifying the range of actions, alternatives, mitigation measures, and significant effects to be analyzed in the Draft Env. document. A public scoping meeting was held in April 2008 and public workshops were held in September 2008. The public draft Master EA/EIR was available for review and comment between June 5 and July 28, 2009. FONSI signed July 30, 2009.

08/19/2009:
Final Master EIR available August 18, 2009. Site Specific EIR completed and FONSI signed on July 31, 2009
