The following issues and concerns related to the RMP have been identified in part from comments and inquiries submitted to Reclamation over the past several years, as well as by the general knowledge of Reclamation staff. The issues and concerns listed are in random order.

- Over use/carrying capacity;
- Road maintenance;
- Facility maintenance and improvements;
- Wetland preservation;
- Tricolored blackbird and other sensitive bird species' protection;
- Managing partners;
- Law enforcement needs;
- Recreation uses defined;
- Wildlife management (deer);
- Grazing;
- Boundary disputes;
- Gravel mining;
- Land transfers;
- Aircraft landings/flights overhead;
- Hang gliding use; and
- Day-use charges.
