Truckee River Operating Agreement Signing Ceremony - September 6, 2008

The agreement is the result of 18 years of discussion, negotiation, and cooperation among many Federal, State, Tribal, and local agencies and organizations.

The other signatory parties included the Pyramid Lake Paiute Tribe, U.S. Department of Justice, States of California and Nevada, and the Truckee Meadows Water Authority; Senator Reid signed as a witness.  Prior to signing TROA, Kempthorne signed the associated Record of Decision under the National Environmental Policy Act.

After TROA is approved in Federal court, it will implement Section 205 of the Truckee-Carson-Pyramid Lake Water Rights Settlement Act of 1990, Title II of Public Law 101-618, which was sponsored by Senator Reid.  TROA will modify the operations of Federal and private reservoirs on the Truckee River upstream of Reno, enhancing the flexibility and coordination of those operations while ensuring existing water rights are served and flood control and dam safety requirements are met. 

With TROA’s implementation, interstate water allocations will take effect between California and Nevada in the Lake Tahoe, Truckee River, and Carson River basins.  TROA will also enhance conditions for the threatened Lahontan cutthroat trout and endangered cui-ui in the Truckee River basin, increase municipal and industrial drought supply for the Reno-Sparks metropolitan area, improve Truckee River water quality downstream from Sparks, Nevada, and enhance streamflows and recreational opportunities in the Truckee River Basin.
