This page provides information on the Bureau of Reclamation's solicitation and contracting process associated with the construction of the Drop 2 Storage Reservoir.
Solicitation Synopsis
The project will consist of the construction of an 8,000 acre-foot storage reservoir and 1,800 cubic feet per second conveyance system to provide additional storage space to conserve a portion of non-storable flows that pass downstream from Imperial Dam and are currently not captured in the lower Colorado River system.
The project is located to the north of the existing All-American Canal Drop Structure No. 2 along Interstate Highway 8 in Imperial County, California approximately 30 miles east of El Centro, California, and 25 miles west of Yuma, Arizona. Principal features of work include constructing Interstate 8 temporary traffic detour; earthwork for steel pipe crossing; earthwork for canal; earthwork for structures; earthwork for reservoir; earthwork for roads; furnishing and installing geomembrane, geonet, and geotextile liners for reservoir; constructing soil-cement liner for reservoir; furnishing and laying steel pipes; constructing reinforced cast-in-place concrete structures; constructing concrete canal lining; constructing control building; furnishing and installing various mechanical features; and furnishing and installing various electrical features.
Project Performance Period and Solicitation Information
The project period of performance is anticipated to begin on or about September 15, 2008 with an anticipated performance period of 730 calendar days after the date the Contractor receives a notice to proceed.
A negotiated firm-fixed price contract will be awarded.
The magnitude of this construction project is estimated to be more than $100 million.
The North American Industry Classification Systems (NAICS) code for this project is 237990 - Other Heavy and Civil Engineering Construction with a size standard of $31 million.
This solicitation (08-SP-30-8114) is unrestricted.
All responsible sources may submit a proposal to be considered by the agency.
Site Visit
A pre-proposal presentation was held May 13, 2008 at the Bureau of Reclamation's Yuma Area Office at 7310 Calle Agua Salada in Yuma, Arizona (map link). Solicitation clauses and technical specifications were reviewed, and a project overview (PDF, 1.7 MB) was presented to the participants. Immediately after the conference, a site visit was conducted.
The solicitation clauses and technical specifications covered during this presentation/site visit by no means diminish the importance of those items not discussed.
