Government Performance and Results Act
The Government Performance and Results Act (GPRA) was enacted in 1993 to improve the performance of government agencies and to increase Americans' confidence in the Federal government by making Federal agencies more accountable for the tax dollars they spend and the results they achieve. Reclamation complies with GPRA through the development of strategic plans; annual performance plans; and quarterly/annual performance reports. Reclamation's 2000-2005 Strategic Plan was developed with employee and customer input, as well as consultations with Congress and stakeholders; and serves as the foundation for the development of the annual performance plans. Performance targets are identified in the annual performance plans, which are submitted to Congress with budget appropriations in February prior to the fiscal year in which the plan is implemented. When appropriations are received, regions and offices negotiate and establish their final performance targets for the year. Reclamation's Lower Colorado Region is required to report on its actual accomplishments in achieving goals through quarterly and annual performance reports. These reports are consolidated with those from other regions, and submitted to the Department of the Interior for review and consolidation with other Interior agency reports prior to being submitted to Congress. The GPRA process assists Congressional decision-making by providing information on objectives achieved and on the effectiveness and efficiency of Federal programs and expenditures. In addition, GPRA serves as a tool to improve internal management of the Federal government.
