Biography of
Lower Colorado Assistant Regional Director
David Palumbo

On August 15, 2011, David Palumbo became Assistant Regional Director of the Bureau of Reclamation's Lower Colorado Region; in October 2012, he was appointed Deputy Regional Director for the Region.

Palumbo oversees programs associated with the Region’s four Area Offices located in Phoenix and Yuma, Arizona; Temecula, California; and at Hoover Dam.  He also manages Reclamation activities that address Native American affairs, and power and engineering services throughout the Southwest. In all these activities, he is a strong advocate for inclusive and collaborative relationships within the Bureau of Reclamation and with the many stakeholders and partners in Reclamation’s Lower Colorado Region and Mexico.

David’s professional portfolio includes experience with multi-million-dollar technical and non-technical projects widely ranging in scope, magnitude, and complexity.  He has also developed and implemented programs, policies and procedures for project and operations management.  Originally as project manager and ultimately as the project sponsor, he led the successful effort to complete the $172 million Brock Reservoir Project in southern California's Imperial Valley ahead of schedule and under budget.  This facility provides enhanced storage capacity to improve management and conservation of Colorado River water. 

Palumbo also has an outstanding perspective of private industry, having worked for Kerr-McGee Corporation for ten years.  For four of those years, he partnered with Canada’s Hydro-Quebec performing engineering design, analysis and management tasks for production, water, and energy projects.

David holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of Nevada, Las Vegas, and a Bachelor of Arts degree in English Literature from Notre Dame.  He also earned Masters’ Degrees in both Civil Engineering and Engineering Mechanics from Columbia University, and in English Literature from the University of Nevada, Las Vegas.  He is a member of several professional organizations including the American Society of Civil Engineers, and is a licensed civil engineer and certified project manager.

David has received numerous awards, including the Superior Service Award, one of the Department of the Interior’s highest honors for career employees.  David was also recognized in 2008 as Reclamation’s Engineer of the Year.
