Hall grew up in Dallas, Texas, before earning a degree in Civil Engineering at Texas A&M. His first job with Reclamation was as a junior engineer on the Canadian River Project in Texas. He managed the Reclamation office in Oklahoma City before becoming Regional Director of Denver office from 1975 to 1980. He accepted a job with the Western Area Power Administration, (WAPA), from 1980 to 1987. Hall returned to Reclamation in 1987 and coordinated the examination of Reclamation's future, Assessment '87. He served as acting Commissioner from July to November of 1989.
