Greetings. May I respectfully suggest that the control of Shasta Dam be more Finely Tuned in order to bring the water level to within 2 feet of the top early each Spring and then regulated for flood control by utilizing Keswick Lake to catch any excessive storm waters by keeping Keswick drawn down to its Minimum while keeping Shasta at its maximum. What has been happening in the past is "Crisis Control" by the Panic Method. This has resulted in most years ending the rain season wit Shasta Lake WAY BELOW storage capability (10 to 20, or more feet below capacity). If the Shasta were filled each Spring the need for another 6 to 18 feet of dam height would be eliminated.
