After looking through the Functional Areas of Managing for Excellence, I do not see any areas relating to Reclamation’s internal business and administrative practices. This would include human resources, contracting, property, finance and the multitude of reporting required by any number of programs. For example, the amount of time and resources consumed at the Area Office level dealing with the requirements of these programs is increasing every year. The requirements or practice of each program alone may not be very significant, but the accumulated impact can be significant. Is there any oversight within Reclamation to evaluate the cumulative impacts?	09/13/2006
