Team 27 & 27 O&M should be outsourced when benefit to the TAXPAYERS in general is proven. If others benefit also so much the better. This report was concerned only with benefits to the special interest water users. Right and wrong is what matters. Are all of you expecting compensation later, as happened (jobs)in the MP Region, or just being political? 1.Hardly NO mention of cost anywhere- only a brief statement on page 65. 2. Once O&M is transferred, all USBR costs for O&M should be eliminated completely not just maybe reduced as stated on page 4. 3. Should consider commercial vendors. There are companies that specialize in this type of work and have the expertise. 4. The sole source justification I have seen for our local transferred facility is corrupt.
