Why outsource functions when this has proven to be more costly than having the work done by government employees? The Bureau of Reclamation should establish training and apprenticeship programs to replace our aging workforce. All the skills and knowledge of these employees will retire and be lost forever. The result will be unknowledgeable contractors and former Reclamation employees being hired as consultants.	06/05/2006
