I attended the SLC and Sacramento M4E meetings. In Sacramento during the breakout session for "Relationships" Lorri asked for help in defining "transparency". It is my opnion that when there is an impasse between the customer and the USBR, I have found that it exist primarily because the decision maker is not fully in the loop or one side or the other is not sure she or he is fully aware of the issues. I recommend that in the development of a collaboration plan that a grievance (there is probably a better term for it) process be established that would ultimately include a face to face with the final decision maker and that that decision maker deliver the response/decision after or during the face to face and that additional deliberations internally be explained in the response/decision.
