    2 American Diversion Dam and Canal constructed and operated by American Section, International Boundary and Water Commission, United States-Mexico, for diversion and allocation of water in accordance with treaty between the United States and Mexico.
    3 These are flood discharges which the International Boundary and Water Commission is using for the Rio Grande Channelization Project at the indicated points and are not necessarily the maximum which the dams will pass safely, nor which they were designed to pass.
